Prevent massive delays caused by repeated timeouts for single number/receiver
We need our messages to be sent/received in a timely manner.
Repeated timeouts for some numbers/receivers must not affect messages to other receivers.
If there are several messages in the outbox for a number that is currently unreachable (timeout while sending), the current software will repeatedly retry to send these messages. This unnecessarily causes severe delays (up to several hours!) to all other messages in the outbox (for reachable receivers).
Possible Solution:
1. If a message times out while sending, flag this number/receiver
2. Whenever there is a message for an unflagged receiver, it must be sent first
3. When no more messages for unflagged receivers are left, you can try to resend a message for a flagged receiver
4. If the message for an already flagged receiver was sent successfully, this number/receiver must be un-flagged
5. If the message for an already flagged receiver times out again, all messages for this receiver should be deleted from the outbox (configurable?), including those that have not yet been tried to send
