Thank you for your suggestion. For the time being, I can suggest you a temporary workaround to achieve what you need: Create Phonebook Contacts and Phonebook Shifts that suit your timezones. In Shift management set the option "When contact is not on shift" to "Send the message at the beginning of next shift". This way any message for a particular contact will be sent only between a selected hours (shift hours).
