Give possibility to edit public groups and contacts as an admin.
At the moment it is impossible to add someone to a public grout which is create by different user even as an admin.
Example - we have contact groups we use for counicating with specific people, bus as the person who created the group is on the ong leave, there is no way to add or remove people of those groups, and basically I would need to create a new one just for that reason.

I thin as an sys admin I should be able to to these changes if person who create those contats and/or groupd made them public
