SNMP configurable via Web-GUI

SNMP settings should be configurable via the Web-GUI, including at least community string, location, contact and access to it limitable to a specific host/ip

We begun to start implementing this feature since release 4.0 where you may edit SNMP community string in webGUI

more SMNP configuration would be great via Web-GUI, since we are also collecting info via SNMP to our Check_MK
