Start / stop sending

Please add funcionality to temporary disable / enable sending sms. It would be very helpful during systems inspections when hundreds of fake alerts are generated.

+1. Useful when detecting stock market irregularities in our case. Sometimes necessary to cut the sms sending algo or disable the gateway (for a while) through an SMS

Also it would be helpful when restarting process could also erase outbox from messages gathered during stop.

Also using the Network Monitor built in a way to disable all of them at once for system maintenance.
