I like to have a setting where I can define which IP addresses (devices) are allowed to send text messages

As of today’s v6.30 release, the system now supports IP‑based allow/deny rules that control whether a device is permitted to send SMS.

You could probably do it with your firewall by blocking the API IP on hosts who shouldn't be able to send SMS
